Speaker: Carey Handley Carey Handley will give a talk on her family's quest to pass the Caytlin Handley Act and made into Texas law. This law should assist families with members that have intellectual and/or developmental disabilities to access Medicaid services more quickly upon reaching adulthood. Carey will give us a 'behind the scenes' account on how things work in the Texas Legislature.
